The Agency for the Prevention of Child Exploitation (APCE) conducts discreet investigative operations to identify and stop those who exploit children.
Our work focuses on gathering intelligence, building cases, and supporting arrests and prosecutions. Every operation follows a disciplined investigative process, refined over years of collaboration with embassy police liaison offices, national police units, and trusted NGO partners.

Investigations

APCE specializes in covert operations targeting offenders involved in the sexual exploitation of children. Using surveillance, intelligence collection, interviews, and undercover work, our investigators build complete and actionable case files.

Our investigations have led to the identification, arrest, and prosecution of multiple foreign and local offenders engaged in producing or distributing child sexual abuse material, travelling offenders targeting minors, and individuals abusing positions of trust.

Beyond active cases, we continuously monitor persons of interest — individuals with criminal histories, those displaying suspicious behaviour, or those against whom credible reports have been made. This proactive approach allows us to detect and disrupt exploitation before it escalates.

Collaboration

APCE works in close coordination with law enforcement and non-governmental partners

  • Embassy police liaison offices often alert us to cases, request background enquiries, or connect us with national police.

  • Cambodian National Police and other authorities execute arrests and prosecutions once our investigative work is complete.

  • NGO partners play a critical role in ensuring that victims receive protection and aftercare once a case progresses.

This collaborative framework allows each stakeholder to focus on their strengths: law enforcement handles enforcement, NGOs manage care, and APCE ensures investigations are discreet, comprehensive, and evidence-based.

Training

Recognizing the need for stronger investigative capacity across the region, APCE provides free training to NGO staff, social workers, and community organizations.

Our courses cover:

  • Identifying red flags and patterns of abuse

  • Conducting preliminary investigations and documenting evidence

  • Interviewing victims, witnesses, and suspects

  • Operational surveillance techniques

These sessions help build a unified regional network capable of early detection, effective documentation, and decisive action when children are at risk.

Impact

While APCE’s operations are centred on offenders, our ultimate goal is the protection of children.

In each case, we balance investigative depth with immediate welfare. Sometimes this means intervening early to remove a child from harm, even if it reduces the chance of a prosecution. We measure success not only in arrests made, but also in:

  • Offenders prosecuted

  • Future offenders deterred

  • Children protected

Every investigation contributes to a safer environment for children and strengthens the regional capacity to combat exploitation.
